Is it more important to have a higher quality PC from the outlet to power distributor or from the power distributor to the component/amplifier?

In my experience having a good power cord from the component to the distributor yields better results.

The power cord is the first that the component sees and the power supply the most important on every component. To me, more important than from outlet to distributor one. That doesn’t mean it has to be less expensive. I have 1 Siltech Ruby DC from outlet to distributor because it has to support all the system current. But i have Ruby Mountains ii to the rest of components. I like it more than the DC. To me, cables on sources are the most important. Beginning on power cables, Ethernet and USB if digital, interconnects and last SC. I think so too. The biggest improvement I've heard in my system, short of replacing a component, was when I swapped out the power cord on my preamp.
