A site like this that is going to handle a large community and many concurrent requests takes a lot more than HTML expertise -- most of the HTML is not static, but generated.. There is a lot of backend (server side) support for this: database, workflow logic, business logic, dynamic generation of pages, CSS for look and feel, and so on. On top of that, you need security, fault tolerance, a backup plan, partial and full failure recovery, configuration and release management. And so on...

A site that Audigon is very non-trivial to build.

So I'll amend my comment: "an HTML wiz with someone like Dean as a consultant".
