Texting is a huge issue that impacts the safety of not only the person texting but innocent people around them, both walking and driving. I think the cellphone service providers should have their operating systems identify motion using GPS so if a phone is in motion at a speed that exceeds perhaps 3 mph it automatically locks out texting, both reading and typing.
It is my opinion that driving and texting should be punished with 30 days county lockup and $500 fine on first offense, six months lockup and $1000 fine on second offense, and a year lockup and $5000 fine for a third offense. Convicted texting and driving offenders cellphones should be confiscated and destroyed. There should be no exceptions, no warnings, no hardship exemptions, no letting the cute girl off, no early out. When states get serious about punishing texting drivers that jeopardize other people's safety perhaps the message will change people's habits.

Ivan.......The National Safety Council reports that cell phone use while driving leads to 1.6 million crashes each year. Nearly 330,000 injuries occur each year from accidents caused by texting while driving. 1 out of every 4 car accidents in the United States is caused by texting and driving.
If texting while driving could be stopped, a 25% reduction in national automobile accidents would happen almost overnight. That is substantial.
