I wouldn't be to concerned about ISP's throttling you. The way internet is moving speed/bandwidth won't be an issue in a year. Everything is going to fiber optic. It's like anything else, if you are willing to pay you won't have any issues. Now if you live in the middle of nowhere it may take an extra year for the speeds to get out to you. Or you could just get a VPN and never worry about throttling from your ISP.

Rich, I hate to disagree with you, but I believe your outlook is incredibly optimistic and rather generous toward content providers (of all tiers).
