I don't know that ARC claims their tubes are best but they have a process that increases the likelihood that the tubes they sell work correctly as intended in the gear that uses them. Since they make that gear they're in a position to judge. ARC has a strong self-interest in getting the best possible product to their customers.
There are lots of ways to buy tubes.

My only point is there are many excellent tube sellers that TEST tubes before selling them.
