Trust me, I've had plenty of cats and this problem one has had 4 different very experience vets try to help. Like people some cats can not be changed.
I think maybe I should be on some show called "people who love animals to much for their own good".

In many cases, you need to put them in separate rooms and gradually introduce them, like putting their food on either side of a closed door and letting them smell each other. Also make sure they have plenty of cat highways; another is to make sure there's vertical space/cat tree/wall shelves, etc. for your older to,escape to yet feel like he has his territory.

We did all of that the first time around, but they are old enough now (15 weeks) to be out and about on their own rather than cooped up in the bathroom. Plus, we figured with the kittens' "return engagement" that our adult cat would remember them, so we wouldn't have to go through the slow introduction process again. She still hisses and growls constantly, but she doesn't really try to hurt them. On occasion she swats at them, but she is declawed, so as long as she doesn't bite them, I don't think she can hurt them. At some point, if she doesn't quit swatting, they aren't going to take it, and they are not declawed, so it might hurt! I just hope things mellow out before then. Actually, yesterday, she was on one end of our bed and one of the kittens was on the other and she didn't hiss or anything, so we take it one moment at a time.

Likely will all work out. Hopefully your older one doesn't start marking places, ie. spraying or peeing. That can be a nightmare.
Ps. Declawing is not a good thing. They say it's like cutting off the ends of your fingers. Don't mean to be an a$$ and lecture, but I had to say it.

No marking so far, just growling, hissing, swatting, and the occasional attempt to bite us when she's really stressed. We had our adult declawed when she was a kitten, but our vet uses a "humane" technique that doesn't remove the entire claw and is far less painful afterward. We did not have the kittens declawed, which we sort of regret every time we look at our (unintentional) scratches or when attempt to trim their claws: they hate it and wriggle around unceasingly! One is a polydactyl, so hers take a lot longer!

This big guy has all his fully working Front & rear claws.

I do trim/cut them frequently though.

He has his own Cat Furniture to do that scratching/sharpening his claws thing.
