The E-650 and E-800 are Class A, not AB, hence the digital metre.

Any idea why the Japanese market requires the additional outlets? Is this just a holdover from the the 60's and 70's when receivers included them. What do Japanese consumers connect to it now - the source components?

Yup, that's the last generation of Class A integrated with an old style metre. All the Class A integrated amp after that (E-600/E-650/E-800) has moved to digital metre.
