Is it more important to have a higher quality PC from the outlet to power distributor or from the power distributor to the component/amplifier?

In my experience having a good power cord from the component to the distributor yields better results.

Cabling: WW Platinum Starlight 7 digital wires, Totaldac Gigafilter USB filter, AQ Sky XLR, AQ Fire RCA
Speaker Cables: AudioQuest Oak spades ---> bi-wire spades
Power Cables: Esprit PC (for DAC), 2 WW Platinum Electra PC (Preamp/Phono Preamp), AQ NRG10 (Melco N1A/2), AQ Blizzard (Quatro Wood CT built-in subs)
Power Conditioning: 2 AQ Niagara 1000, 3 Oyaide R1 outlets
Sound Treatments: 23 ASC Tube Traps and 10 Panels

Where would you guys put digital cables in this mix (usb, aes/ebu, coax, bnc)?

I think I would say
1. Power
2. Speaker
3. Interconnect
4. digital

The power cord is the first that the component sees and the power supply the most important on every component.
To me, more important than from outlet to distributor one.
That doesn’t mean it has to be less expensive.
I have 1 Siltech Ruby DC from outlet to distributor because it has to support all the system current.
But i have Ruby Mountains ii to the rest of components. I like it more than the DC.
To me, cables on sources are the most important.
Beginning on power cables, Ethernet and USB if digital, interconnects and last SC.
Anyway all of them should keep a balance because, as always is said, your system is as good as the worst component you have.

I think so too. The biggest improvement I've heard in my system, short of replacing a component, was when I swapped out the power cord on my preamp.
