Applying a 1 inch thick layer of drywall/ Quitrock on resilient channel, to decouple your room from the structure, and create a "room within a room " is expensive/mandatory. Hanging blankets, egg cartons on the walls is worthless.
With your specific restrictions/ objectives /goals, simply not going to happen. Sorry
