I used to work in logistics handling customs issues, and if it hasn’t changed recently, under NAFTA if goods are hit with double duties when re-crossing the border, the importer of record can apply for a duty drawback in the amount of the lesser of the two duties paid. For example if Bryston Canada imports components from the US and pays $100 duty, then Bryston US imports the finished product into the US and pays $120, they can apply for a refund of $100 paid on the original components.
