The rules are more encompassing than that. ALL guns from Class I to Class III must be registered with ATF&E if they are bought from a licensed dealer. That's what the 4473 form is all about. At least the form usually stays at the store until an ATF&E agent comes to their semi-annual inspection. But alas, they only came to inspect my store's records twice the whole time I worked there.

Owning a Class III weapon also means that the ATF&E can enter your house any time they feel like it to make sure you are still in possession of said gun and did not loan it out to anyone that does not hold the Class III tax stamp.

I was a Class I dealer for 13 years in a previous life, so I've filled out a few thousand of those things.
