I asked the same question of James in another forum and he said the BIT-20 is preferred for 2 7B's.
If you never intend to push the amps then I suppose a 15 would suffice but it would probably make much more sense to use one per 7. One thing to keep in mind is the transformers in the 7's are actually larger than the BIT-15's so you can see the issue with powering 2 7's off a unit with a transformer smaller than just one of the amps so that's why it makes sense to go for the 20.
To the question above of isn't the 20 the same as the 15 with just more outlets. The answer is no. The number of outlets are the same, the 15 are 15 amp units while the 20's are 20 amp units.
