The spikes are repurposed nails that are manufactured for shooting into steel, the threaded portion remains exposed allowing the installation of an electrical box. The black rubber or plastic is for centering the nail as it is fired from the gun powder actuated nail gun. This type of nail is manufactured by Hilti among other brands (incase anyone needs to source them) .
