I said above, it's simpler than that
ARC standardized on the Philips CD Pro 2 CD transport for their Reference CD players (top loader with a puck.)
The Philips CD Pro 2 transport only reads Red Book format CDs and CDRs, not SACDs.
The Philips CD Pro 2 is arguably the best transport ever made, so they went with the best transport for the format most people will use.
