Arrows point towards ground. Since the preamp is the only component that should utilize a 3 prong plug, then it is source to preamp and amp to preamp as far as arrows. This way the preamp is the ground collector. Sometimes that actually helps with grounding issues. Sorry, I have never heard a cable manufacturer indicate the arrow points from amp to pre-amp. Always the other way around.
