Somehow I missed this for three months.
The new arm mount completely covers the old holes.
I don't want to say it would be impossible with a hand drill, but it took a bit of time with a power drill as the VPI plinth material is rather hard to drill. I'm sure with perseverance and time it could be done with a hand drill, especially if that's all you have and you can't buy or borrow a power drill.
