With 5% tolerance, 22uF gives you +\- 1.1uF so 20.9 to 23.1uF
25uF gives you +\- 1.25uF so 23.75 to 26.25uF
If the original 24uF is also 5%, then the range is 22.8 to 25.2uF
I think 25uF is close enough, but if you want to be dead on, then Google will give you formulae for calculating the values of 2 or more in series or parallel. My problem in the past has been replacing values such as 80uF...
