Yes, on the Mr. T. It's a huge transformer and hearing it 'work' from a foot or two away is normal. Again, room acoustics play a part. Typically, they are just slightly audible - household lighting, environmental surrounds and household 'murmur' is typically louder, if that makes sense.

On the preamp, it should be quiet. It may have no been handled appropriately during shipping and I would be happy to check it out.
Something easy for you to check is tightening down the transformer mounting screws, which are accessible from the bottom of the power supply chassis on your preamp.

It was silent at my shop. It's very robust and well built equipment, but things happen.
