Lead in any form is a known health risk. It's that simple.
If I were reloading shotgun shells with lead pellets, I would handle it with a mask and gloves. And if I had children and/or pets I especially would not do it in the house.
As for stands, I really think sand is good enough. If you feel you need more mass, there are safer alternatives to lead.
