Both Tenba and Billingham make separate inserts - that fit a variety of general purpose and messenger bags. I really like the Billingham insert and use one in a Filson bag from time to time.

The one I use is the same insert that comes with the Billingham Hadley Pro bag and is marvelous.

Note, should you go to the B&H site, that Billingham makes inserts, both larger and smaller, than the one that I have - so, you should be able to customize most any bag - and the insert definitely improves the included systems in many, many bags from other manufacturers.
