I have not tried the Kemp but have used the Emotiva CMX-2. It works perfectly and it is not expensive.
That said, you should try to find and eliminate the cause of DC offset in your mains feed.
It can be an indicator of loose connections in the mains panel or a branch circuit.
Usually the culprit is switch mode power supply 'bricks' or other devices with electronic power supplies.
If it is intermittent, look for microwave oven use.
