Did you check in the Anthem setup menu under volume controls? There can be a max volume limit setting. I believe the max volume is +12 dB which may not be enough if you have a quiet source and low gain amp. Using a balanced amp with XLR cables will give you another 6dB.
Also there may be a zone 2 volume trim that needs adjusting. Check the front panel or remote controls. Adjust it while playing your music because trims are stored separately for different input signal types. I am going from memory so consult your Anthem user manual.
