I watched a documentary where the focus was on trying to prove the rain droplets on camera caused the effect. Problem being they were not able to duplicate the effect in the lab. It rains quite often at Fukushima and that anomaly has never been observed before that time. No one can be sure really... The live cams of Fukushima are still online but they may be too damaged at this point.
