This isn't an accommodation he "needs" it is something he WANTS so he can play the television and music loudly and not hear his neighbors (who are probably following the rules of the apartment complex) when he wants to be quiet.

This is situation is sounding ridiculous.

On a restricted budget, the laws of physics/acoustics, and the inability to get anyone to fund it, says that this is unobtainable. Mass is needed to stop sound. Applying a 1 inch thick layer of drywall/ Quitrock on resilient channel, to decouple your room from the structure, and create a "room within a room " is expensive/mandatory. Hanging blankets, egg cartons on the walls is worthless.
With your specific restrictions/ objectives /goals, simply not going to happen. Sorry

Umm. You don't know me. And I can already do whatever with my system. They don't care.

In prior posts, you said you wouldn't be permitted to make the drywall and other changes.

Now you say you can do whatever you want with your system. If they don't care, just DO WHATEVER YOU WANT.
